Letter to Union Minister of Human Resource Development

Dear Smt. Smriti Zubin Iraniji,

Sub: Request for grant of Extension of Approval by AICTE for the 3-year Diploma Courses of Central Polytechnic College, Thiruvananthapuram, Kerala (PID I-1475379751) for the years 2015-16 and 2016-17. Ref: Letter F.No.AICTE/SWRO/AB/PID-1475379751 dated 30-04-2016 from AICTE.

The Central Polytechnic College was started as early as in 1958 under the Technical Education Department, Government of Kerala, and has been offering 3-year Diploma Programs in 6 disciplines with an intake of 60 students each till now. In March 2015, after online submission of application for Extension of Approval for the year 2015-16, the generated reported showed the status as Not submitted. Though this was brought to the kind notice of AICTE immediately, the mistake could not be rectified, and, consequently, AICTE had not given Extension of Approval (EoA) for the year 2015-16. However, the college admitted students in all 6 disciplines for the year 2015-16 in anticipation of Extension of Approval. This status of ‘non-Extension of Approval’ continued for the year 2016-17 also, and consequently the AICTE issued a direction Not to admit students for the Academic year 2016-17 to the institute.

Meanwhile, the AICTE Expert Visit Committee (EVC) visited the institution on 09-04-2016 and pointed out certain deficiencies. Consequently, the Principal appeared before the Standing Appellate Committee at New Delhi, and presented their case on 18-04-2016 with supporting documents. However, the AICTE had not granted Extension of Approval for 2016-17 on the ground that the deficiencies still exist. Another team of officials called on the Chairman AICTE on 30-05-2015 with the action taken report, but no positive response was received.

In the circumstances, I assure that all necessary steps will be taken by my Government to rectify the deficiencies pointed out by AICTE in a time bound manner. In the meantime, considering the future of the students admitted during 2015-16, and considering the long history, importance and reputation of this Government Institution in the field of Technical Education in Kerala, I request you to kindly grant Extension of Approval for the college from the year 2015-16 onwards as well as permit admission of students for the year 2016-17.

Yours sincerely,

(PINARAYI VIJAYAN)

Enclosure : As above.
