Letter to Prime Minister (UAE visa issue)

Dear Shri. Narendra Modiji,

The Consulate General of UAE has written to me informing that UAE Government would issue fresh employment visas from 03-2-2018 only to those who produce a valid Police Clearance Certificate. In Trivandrum around 250-300 visas are being issued every day. Apparently in the other regions of the country the travel agents who process the other travel documents are also arranging to produce the police clearance certificates. While this may be an effective fast track mechanism, for the citizens, you would also appreciate that this is likely to be substantially misused.

Government of India and State Governments have been struggling to build a data base of Non Resident Indians and appropriately profile them. If we could initiate a system which can collate such data and also issue Police Clearance Certificate as required by UAE Government, over the counter, then it would be a major facilitating step for people seeking employment abroad, beginning with UAE. Moreover a database of NRIs can be built up in staging using this system. However, development of such a fool proof system would take at least three to four months. Kerala is prepared to take the lead and develop the system which can be used through out the country.

I may request your kind intervention in taking up the matter with UAE Government and request them not to insist on Police Clearance Certificates before issuing the employment Visa straight away. We may request them to give us a period of six months for putting up place a system, during which we can undertake to do a post verification and furnish the certificates directly by the State Governments to the Embassy / Consulates. This will be a big relief to ordinary people who would be seeking employment visas for UAE.
