Thiruvananthapuram 07-10-2011: The draft of the 12th Five Year Plan has been given shape, said CM. He was briefing the media after the State Planning Board meeting here. The Plan expenditure will be of Rs 1.05 lakh crores to implement the developmental activities.
There has been an increase of over 150 % from the last plan. The Government will approve the draft after wide consultation with people from almost all walks of life, said CM. Meetings will be arranged at different places in this regard. The draft will also be published in the website to initiate discussions.
The specialized committee headed by E.K Sreedhar will prepare a report regarding the maintenance of roads with durability in the state and the safety measures that is to be followed.
As a step to strengthen the agriculture sector, direction will be given to credit the subsidy of farmers into their account. To attract investment, a comprehensive project will be given shape. This will be incorporated with ‘Emerging Kerala’ to reap the best results.
Basic facilities to tourists will be improved at different tourist spots. Attention will be given for developing small scale electricity projects to increase the production of electricity by 100%. Government will go forward with the project of harnessing wind energy for the production of electricity. Steps will be initiated to procure electricity from outside the state.
The educational sector and technical education sectors would be converted to centers of excellence. New projects that fetch jobs to physically and mentally challenged will be given shape. G Vijayaraghavan is entrusted to prepare a project regarding this.
Special job opportunities will be created. PSC would be instructed to fill the vacancies in these posts in a time bound manner, said CM.
E-governance will be given priority in the 12th plan, said CM and added that the projects that provide houses for the homeless will be given special attention. Rajiv Gandhi Aawas Yojana project will be implemented in cities too. Government will provide land to the landless for construction of houses.
Government will request the Center to grant sanction so that the local self governing bodies and panchayaths can work independently. The decision regarding the completion of projects of local self governing bodies will be included in the nest plan.
