Governance of panchayaths below the expected levels: CM

Thrissur 08-10-2011: The functions of Gramasabhas are not effective and the panchayath governance doesn’t rise up to the expectation of people, said CM and added that the panchayaths are unable to utilize the funds they receive in a befitting manner. He was inaugurating the Child Resource Center here.

There are several instructions to follow in utilizing the funds received and as a result the final output cannot be calculated. Therefore these strict instructions should be removed, said CM.  Since such conditions exist in utilizing the funds provided by the centre, various projects are not being able to be implemented in the state effectively.

CM said that discussion regarding the sanctioning of untied funds was held during the Planning Board Meeting. The projects for the welfare of the children will be implemented in the state soon. At present it is implemented only in four states. A Child Protection Commission will be constituted for this purpose, said CM.

Minister KM Muneer presided over the function. He said that a project to give training for 38 lakh members of Gramasabhas will be implemented soon.
