One Year Plan for Kerala’s development announced

Thiruvananthapuram 17-11-2011: CM today unveiled a year-long plan of action for the overall development of the state. It’s a seven stream programme which ensures  corruption-free and transparent administration, protection of environment and solid waste management, higher growth and creation of employment opportunities, improvement of basic infrastructure and health care and skill development.  The programme also focuses on development of knowledge based society, social security and welfare of people.

Since the State lacks infrastructure the thrust would be for this because if achieved this would put the state on a faster mode, said CM.

The main infrastructure development would be laying of world-class roads extending to 1,000km across the state besides taking over 8,740km of roads, currently maintained by the local bodies.

The 630-km-long Trivandrum-Mangalore high speed rail corridor, the monorail facility in Trivandrum and Kozhikode and the Cochin Metro Rail project are the other important projects. All these projects are at various stages of being cleared and when complete, they would provide a face-lift for our state, said CM

The programme ensures that the right to services law will be brought to ensure time bound delivery of government services. An advanced system for information and data exchange will be implemented in all departments of the Secretariat to monitor movement of files. An online system will be introduced for single window clearance for industries.

Another major initiative declared is setting up of four new companies namely the Kerala Bus Shelter Company, Drinking Water Distribution Company, Public Toilet Company and Clean City Company for strengthening public utilities.

The Kerala Anti-Social Activities (Prevention) Act would be amended to make it tougher for the law breakers. A new agency called State Bureau of Investigation on the lines of the Central Bureau of Investigation would be set up, said CM. and added that a call centre that would exclusively deal with complaints of women would also be set up. He also announced that the Government would undertake an initiative to reward those who provide vital clues or evidence of corruption in any area, besides giving protection to them.

CM said that an expert committee has already been formed for setting up the state Whistle Blower Protection Policy and would become operational soon.

The Government will announce clear guidelines for granting no-objection certificates for CBSE and ICSE schools. Guidelines will also be issued in connection with recognition of existing schools. The Vigilance and Anti-corruption Bureau will be trifurcated to improve its functioning.
