Thiruvananthapuram 08-02-2012: The pension amount for farmers who have land up to 1 hectare has been increased to Rs 400 from Rs 300, said CM. He was briefing the cabinet decisions here today.
Title Deeds
The cabinet has decided to give 4900 title deeds before March 31, said CM. Those who possessed forest land before 1-1-77 will be given title deeds. These lands will be considered as revenue land and 1500 title deeds will be granted in this regard, said CM. As per the Kerala Land Act it has been decided to grant title deeds to other 3400 persons too. Title deeds will be issued only up to 4 acres of land.
The farmers will be the owner of trees in the lands for which title deeds are given but the Government would be the owner of the sandal trees in these lands. Prior sanction is required to cut teak and rosewood trees from these lands.
Excess land acquired for Electricity projects will be returned to the farmers with title deeds, said CM. Such lands in Thottiyar and Mankulam will be handed over to farmers within a month. The farmers in the Perinjankutty and Pathuchey area will get title deeds within 3 months. CM said that Revenue Minster and Electricity Minster will assist the progress of the scheme.
Title deeds will also be given to 3000 persons in the Kallada Irrigation project area, said CM. Revenue Minister and Irrigation Minister will look in to the matter.
Resurvey
In the wake of several complaints received in the Mass Contact Programmes regarding resurvey, it has been decided to open 43 Land Mapping Centers in the state. CM also said that the system of land survey will be changed. Private lands will be surveyed only on demand.
Mutation
The notice period of mutation has been reduced from 3 months to 1 month. Severe punishment will be given to those who furnish false declaration. It has also been decided to give power to the survey officials to make necessary changes in revenue records.
Loans
Government has requested the cooperative banks to write off the loans of those who have died even after the time limit of the loan repayment. As per the Risk Fund Scheme the loan can be written off only if the person died within the repayment period of the loan. The cooperative banks have conceded to this request of government.
The State has requested the Centre to include the co-operative banks in the state in its new scheme for educational loans .The CM said that as per the new scheme no interest would be levied from loaners and the amount will be granted by the Centre to the banks concerned directly.
13 new posts will be created for the family courts that are to come up at Irinjalakkuda and Muvattupuzha. A new sub court will be started in Kannur town as per the direction of HC.
A committee will be constituted to study the problems with regard to sand mining in the state. The committee will have to table the report within 3 months and on the basis of this report further actions will be taken, said CM.
Personal Rapid Transport System
The Government has approved in principle the project to implement Personal Rapid Transport system in the state. It has been decided to form a company on CIAL model. Instruction has been given to prepare a Project report regarding this and to table it before the cabinet.
