:: Chief Minister’s Distress Relief Fund ::
Chief Minister’s Relief fund
is meant to distribute relief measures to the distressed. The fund
is maintained through donations from individuals and humanitarian
organizations. As per Section 80G (2) iii HF of Income Tax Act,
donations to the relief fund are entitled to 100% IT exemption.

:: Eligibility ::
Assistance
from Chief Minister’s relief fund is given to
•
People suffering from chronic diseases,
•
Those ravaged by natural calamities like flood, cyclones, fire etc,
•
Dependents of those who meet with accidental death
•
Those who incur loss of domestic animals
The assistance is open only for those who are not members of Employees
State Insurance Scheme and for those, whose annual income does not
exceed Rs 20,000/-.
:: Criteria ::
•
For patients suffering from Cancer, Heart diseases and Kidney problems
requiring dialysis, an assistance of up to Rs 5000/- is available.
For those suffering from other diseases, a maximum amount of Rs
2000/- can be claimed. For accidental outbreak of fire and loss
of property, assistance of up to Rs 2000/-or 10% of the total loss
incurred, whichever is less is granted.
•
In the case of assistance for the dependents of those who meet with
accidental death, the amount varies with the maturity of the deceased.
If the deceased is an adult, an amount of Rs 30, 000, and, in case
of a minor, amount up to Rs 15,000 is granted from the relief fund.
Dependents of the deceased, should submit the copies of the FIR,
the post mortem report and death certificate along with the application
form.

For the dependents of those who die of Weil’s disease (Rat
fever), an assistance of up to Rs 5000 is allotted. For claiming
assistance, one has to submit a certificate issued by the hospital
authorities, proving the cause of death.
•
If the patient dies before receiving the assistance the compensation
will be given to his/her immediate relative.
•
Compensation will not be granted for the same case more than once.
•
A person can avail the assistance only once in his/her life time.
•
Financial assistance will not be sanctioned from the relief fund
in case of damages due to murder, suicide, or violence
:: Modus operandi ::
There
are two procedures in vogue for sanctioning treatment from Chief
Minister’s relief fund. In the first case Chief Minister himself
sanctions the relief after seeking report from the District Collector.
In certain other cases, District Collector can sanction the assistance
directly.
As
per the latest government orders, people can submit their requests
for treatment assistance before the concerned Village Officer. The
Village Officer will conduct an enquiry into the matter and submit
report to the Tahasildar within 5 days. The report will be forwarded
to the Chief Ministers Office via the District Collector, along
with the recommendations of Tahasildar and Collector. Government
orders on the case will be issued within 3 days.
The
finance secretary is the treasurer of Chief Minister’s Relief
fund. Once the Revenue Department gives approval for the relief
amount, the Finance Department will send a draft to the concerned
District Collector and the amount will be disbursed to the recipient
through the Tahasildar.
In
emergency situations, Collector has the right to give financial
assistance of up to Rs.500 for medical treatment and Rs.1000/- in
case of death.
The
revenue minister holds the authority to sanction a financial assistance
of up to Rs.1000/- from the CM’s Relief fund.
