Letter to the Prime Minister

Dear Sri. Narendra Modiji,

I write this with a deep concern at the future prospects of the Vizhinjam Port Project in the wake of the recent decision of the Government of India to accord sanction for the Colachel Port Project in Tamil Nadu.

The Vizhinjam Port Project, which has been a dream of our state for decades, has now become a reality thanks to the whole-hearted support from the Government of India. As a matter of fact, the Government of India has even sanctioned the VGF (Viabiltiy Gap Funding) to the tune of 800 crores. This 7500 crore project with Centre-State participation is an excellent example of PPP model and despite its technical challenges, is moving ahead of the time-lines proposed. I take this opportunity to reaffirm my Governments steadfast commitment to complete the project working in close liaison with M/s Adani Ports & SEZ, who is the concessionaire.

The recent move of the Government of India to develop Colachel (Enayam) port in Tamil Nadu, which is hardly 30 kms away from Vizhinjam, has raised serious concerns among the people of Kerala. The very fact that Government of India sanctioned VGF assistance to Vizhinjam shows that the project is unviable, which could be equally applicable to Colachel as well. Further both the ports would be handling business of a similar nature, leading to unhealthy competition and wasteful expenditure. When Vizhinjam Port Project was sanctioned, the Ministry of Shipping opposed the proposal stating that it may affect the viability of Cochin Port which is about 250 km away. By the same logic, constructing a port within 30 km of Vizhinjam could lead to further problems of viability.

I recollect with happiness your gracious approach and whole hearted commitment towards the emergence of infrastructure and other developments in my state, during our meeting in New Delhi on the 28th of May 2016. I sincerely hope that you will address our concerns on the Vizhinjam Port Project in a very positive manner.
