Letter to the Minister of Human Resource Development (SSA)

Dear Shri.Prakash Javadekar Ji,

I would like to draw your kind attention to the difficulties arising out of the latest decision of the Ministry to drastically cut the allocation of Central Assistance to Sarva Siksha Abhiyan (SSA) after the outlay was sanctioned in the Project Approval Board.

The Project Approval Board (PAB) had sanctioned an outlay of Rs 564.73 crore towards the approved Annual Work Plan for the year 2017-18, out of which the Central Share was worked out to be Rs. 338.84 crores. But to our utter surprise, the State has been now informed that only Rs. 135 crores can be released as the central share. It has been further advised to meet the remaining funds from the State’s own resources including the additional funds devolved under 14th Finance Commission Award.

Annual activities are planned and human resources trained and put in place in accordance with the Annual Work Plan approved by the MHRD. Needless to say, a sudden shortfall by 60% of Central share to the Programme changes the very complexion of the 60:40 sharing of funds and increases the burden of the State, making it impossible for the State to meet the requirement.

I therefore request your kind intervention to reconsider the decision of the Ministry and sanction the entire amount as approved in the Annual Work Plan and budget for SSA, to Kerala, for the year 2017-18.
