Dear Shri. Narendra Modiji,
I write this to draw your kind attention to my earlier letter of 14th February 2017 regarding Central Assistance for providing relief and rehabilitation for Endosulfan victims of Kasaragod District.
Various studies by institutions of repute in the country have indicated that indiscriminate and unscientific spraying of Endosulfan in Kasaragod District over two decades has resulted in the increased incidence of congenital disorders, mental retardation and multiple disabilities involving a total of nearly 5848 cases. One of the recommendations of the National Human Rights Commission which had visited the area is that the Centre should supplement the efforts of the State in the provision of relief and long term rehabilitation. The Hon’ble Supreme Court of India in its order dated 10th January 2017 has also stated that ‘it shall be open to the State Government to recover the afore stated compensation either from the concerned industry or from the Government of India, in case it is open to the State Government to make such recovery in accordance with law’.
The State Government has already provided financial assistance at the rate of Rs. 5 lakhs each to the next of kin of those who have died, to those who are fully bedridden and unable to move without help and mentally retarded and at the rate of Rs. 3 lakhs to the disabled. I would like to mention that the State had managed to do this within its limited financial resources.
I would also like to mention that the State has no intentions to exercise any powers under the available statute for recovery of the compensation amount already paid from the Central Government or from the concerned industry. Instead, we have been consistently requesting for a financial assistance of Rs. 483 crores from the Centre as already submitted in the State’s proposal in 2012. But no help has been forthcoming from the Central Government so far.
I would therefore request your kind intervention in this regard by arranging to issue necessary instructions to the Ministry concerned to provide the financial assistance already requested and also further assistance to complete the full rehabilitation program.
